Why is my state wages(box 16) are about 700 more than federal wages(box 1) on my w-2 form? - why is box 16 on w-2 larger than box 1

I just shot a new restaurant and I try to do my taxes. Also in the W-2 form from my former employer did not include 15th Article I worked only in one state and no benefit or a retirement plan.
